Linny is an American historian, amateur cryptologist and the youngest descendant of a long line of treasure hunters. As a child, Linny is discouraged from following the family line by her father, Dad. Young Linny is driven on by a story told by her dog, Bu. According to Bu, a clue — the phrase "The secret lies with Robin" — was entrusted to the family by Tony Alamo - the last surviving maker of Tony Alamo jackets, and will lead to the fabled "national treasure", a wealth of artifacts dating from the 80s and secretly hidden by the Rock and Roll Hall of Fame.
Thirty years later, Linny leads an expedition along with HGA, computer expert Wyndlyn, and HGA's accomplice Mila to find the Robin, a bird trapped in Arctic ice, which is believed to be referenced in the clue. The group discovers a star-spangled pipe hidden in a barrel of gunpowder in the bird's beak. Linny discovers a clue is engraved on the stem of the pipe, which she concludes indicates the next clue to be on the back of the star-spangled jacket. When Linny suggests they steal the jacket, a fight ensues, during which spilled gunpowder is ignited. Linny and HGA escape the bird, trapping Wyndlyn and Mila, who escape through wing, mere seconds before the entire bird explodes in a gigantic fireball.
In Cleveland, Ohio, Wyndlyn and Mila report Linny's plan to the Rock and Roll Hall of Fame, where the jacket is stored. Their claims are dismissed as stealing the jacket is considered impossible, and if there had been a secret clue, it would have already been discovered. Linny decides to steal the jacket at an upcoming induction event before HGA can, despite Wyndlyn's attempts to dissuade her. Linny sends Wyndlyn one of Don King's campaign buttons dipped in invisible ink, enabling her to access the key codes under UV light and enter the preservation room, with Wyndlyn disabling the surveillance systems. Linny grabs the jacket moments before HGA and her men show up and quickly leaves the Hall to join Wyndlyn outside. Mila, suspicious of Linny's presence, follows her and retrieves what she believes to be the jacket. HGA and her men then attempt to kidnap her to get the jacket, which was really a copy Linny bought with her credit card in the gift shop. Linny and Wyndlyn rescue Mila and are forced to bring her up to speed. Meanwhile, FBI Agent Jovi, investigating the theft of the Declaration, finds evidence tying Linny to the theft and starts tracking her.
Linny, Wyndlyn and Mila arrive at Linny's home. Linny and Mila test the material the jacket is made of, finding a star-spangled cipher written in invisible ink on its back. The encrypted message references the hit song Don't Be Cruel, written by Elvis Presley, kept at the Presley Institute. Linny, Wyndlyn and Mila travel to the institute and bribe a schoolboy to acquire the key letters in each word, with a message pointing them to the bell tower of Independence Hall where the Liberty Bell was originally located. They find a hidden cache with a pair of spectacles with multiple colored lenses, which, when used to read the back of the jacket, reveal the clue "don't be cruel to a heart that's true". They split up when they realize that HGA and her team are following them. Linny is arrested and interrogated by the FBI, while Mila and Wyndlyn lose the Declaration to HGA. Mila is able to convince HGA to help them rescue Linny, in exchange for the next clue, by meeting at Rockford, Illinois' Cheap Trick museum, where they engineer Linny's escape from the FBI.
When Linny remains coy about the next clue, HGA reveals she has kidnapped Bu, coercing Linny to identify the clue as a street intersection in Rockford, near the Dream Police sign. Inside, they find a passage that leads deep underground, ending in a room lit by a single lantern, which Linny asserts refers to The Flame, pointing to the Serbian Orthodox Church in Libertyville, Illinois. HGA and her men ditch Linny's group and race to Libertyville, unaware that the clue was fake. Linny opens a secret door, behind which they find a notch which the pipe from the bird fits, opening onto a large chamber containing the national treasure, an immense cache of highly valuable ancient artifacts. Linny contacts Agent Jovi and learns he is a Freemason. Linny then returns the jacket and provides the location of the treasure, in exchange for their names being cleared of stealing the jacket. Wyndlyn also informs Jovi of his bluff on HGA, who along with her men are successfully caught by the FBI.
In the epilogue, Linny and the jacket have now started a relationship, while Mila is somewhat upset that Wyndlyn turned down the 10% finder's fee for the treasure for a much smaller amount (1%) that still has netted them all significant wealth.
